The Amazon EU marketplace offers massive growth but is riddled with compliance and VAT complexities. Your most critical decision is inventory strategy: how do you move goods from your factory to Amazon? This choice dictates your costs, scalability, and legal risks.
Two models dominate: Direct-to-FBA (shipping straight to Amazon) and Pre-Amazon Storage (using a 3PL "hub" to store, prep, and drip-feed inventory).
Many sellers are lured by the apparent simplicity of Direct-to-FBA, but this path is fraught with hidden costs and compliance nightmares. This analysis will break down the true costs and critical compliance factors of both, helping you choose the right model for long-term, profitable growth.
Whatās a "Direct-to-FBA" model
The Direct-to-FBA process is straightforward on paper. You create a shipping plan in Seller Central. Amazon tells you to send 800 units to a warehouse in Germany, 500 to France, and 300 to Spain. You (or your freight forwarder) manage the customs clearance process and arrange for three separate last-mile deliveries to these specific FCs.
Advantages
- Simplicity: Fewer moving parts. Manufacturer -> Freight Forwarder -> Amazon.
- Potential speed: In a perfect scenario, it can seem like the fastest way to get stock "live" on the platform.
- Consolidated invoicing: You are dealing primarily with your freight forwarder and Amazon for logistics costs.
Where direct shipping fails
This model is deceptively risky. You are placing 100% of your trust in a perfect, uninterrupted chain. Any single point of failure can be catastrophic.
- Customs & compliance rejection: What happens if your container arrives at the Port of Rotterdam or Hamburg and customs flags an issue? A missing compliance mark (like CE), incorrect commodity codes, or an issue with your Importer of Record (IoR) status. Amazon will not act as your IoR. The carrier will not intervene. Your shipment will be rejected, potentially incurring massive demurrage fees or even requiring a ruinously expensive return shipment to its origin.
- Amazon's inflexibility: Amazon FCs are designed primarily for fast-moving inventory and cross-docking, not for long-term storage.. They demand perfection. If your pallets are not built to their exact specifications, if labels are incorrect, or if the delivery window is missed, your shipment may be delayed or refused at the FC dock, often requiring re-delivery or incurring extra fees ā leaving you with no easy āPlan B.ā
- Inventory Storage (IPI) Punishment: This is the most significant financial drain. To manage their capacity, Amazon uses the Inventory Performance Index (IPI) score. Sending 6 months' worth of stock directly to FBA to save on freight costs will destroy your IPI score. A low IPI score can lead to restricted storage limits and higher long-term storage fees, significantly reducing flexibility.
- Stockouts and overselling: You ship 1,000 units. They sell out in 3 weeks, but your next shipment is 8 weeks away by sea. You stock out, your Best Seller Rank (BSR) plummets, and your competitors take your sales. The Direct-to-FBA model forces you to be a fortune-teller, perfectly balancing lead times with sales velocity.

Understanding the "Pre-Amazon Storage" (3PL Partner) model
This model is widely used among large, professional Amazon sellers and brands operating across multiple EU markets. Instead of shipping to multiple FCs, you ship your entire bulk order (e.g., a 40ft container) to one central 3PL partner located in a strategic EU country, like France or Germany.
This 3PL acts as your European logistics hub.
- Receipt & inspection: They receive your bulk shipment.
- Customs & compliance: They act as your customs representative, ensuring smooth clearance. They can inspect goods for compliance (CE marks, packaging, etc.) and flag any issues before they get to Amazon.
- Storage: They store your bulk inventory in their warehouse at a fraction of the cost of Amazon's storage fees.
- Prep & rework: Need FNSKU labelling? Poly-bagging? Bundling? The 3PL handles all FBA prep requirements. If a shipment arrives with damaged cartons, they can re-work them.
- On-demand fulfilment: As your FBA inventory runs low, you create a small shipping plan (e.g., 2-3 weeks of stock). The 3PL picks, preps, and ships this small, optimized replenishment to the designated Amazon FCs.

VAT & EORI: The non-negotiable entry ticket
To import goods into the EU, you must have an EORI (Economic Operators Registration and Identification) number and be VAT (Value Added Tax) registered. With the new One-Stop Shop (OSS) rules, this has become simpler, but it is still a complex legal requirement.
- Direct-to-FBA: You are 100% responsible for this. A mistake in your EORI application or VAT filing can halt your shipment at the border.

Amazon will not, under any circumstances, act as the IoR.
- Direct-to-FBA: Your company (e.g., your US-based LLC or HK Ltd.) must be the IoR. This can be complex, often requiring a fiscal representative in the country of import. Many freight forwarders will not handle this, and those that do (acting as an "indirect representative") charge a premium and assume massive risk. If they find any issue, they will drop you.
- 3PL Partner: A full-service 3PL partner located in the EU can coordinate customs clearance and may act as your direct or indirect customs representative if licensed or partnered with an authorized customs broker.

Scenario-based analysis: which model is right for you?
To illustrate how each logistics model performs under real-world conditions, let's examine a few common seller scenarios that highlight their strengths and weaknesses
Scenario 1: the high-volume, stable-demand seller
You sell 2,000 units/month of a stable product.
- Direct-to-FBA: You are trapped. You can't send 6 months of stock (12,000 units) without getting crushed by IPI limits. So you're forced to ship 2,000 units every month via expensive LCL, timing it perfectly. One factory delay or port strike, and you're stocked out.
- 3PL Partner: You ship 12,000 units in one 40ft FCL container, achieving the lowest possible unit cost. You store it at your 3PL hub and send 1,000 units to FBA every two weeks. You have maximum profit, zero storage penalties, and zero stockout risk.

Scenario 2: the seasonal or fast-growing seller
You sell seasonal goods (e.g., Christmas) or are a new brand with unpredictable velocity.
- Direct-to-FBA: This is financial suicide. If you send 5,000 units of Christmas decor to FBA in October and only sell 3,000, you will be paying astronomical aged inventory fees from January onwards. For a new brand, if your product launch fails, your inventory is trapped at FBA, and the fees will bankrupt you.
- 3PL Partner: You send your 5,000 seasonal units to the 3PL. You feed 1,000 to FBA. They sell out. You send another 1,000. By December 25th, you've sold 4,500 units. The remaining 500 are returned from FBA to your 3PL (not back to China) and stored cheaply until next October.

Scenario 3: the multi-marketplace seller
Your goal is to sell in Germany, France, Italy, and Spain.
- Direct-to-FBA: You create a shipping plan. Amazon tells you to send 4 pallets to Germany, 2 to France, 1 to Italy, and 1 to Spain. Your factory can't manage this. Your freight forwarder must break your bulk shipment at a port, coordinate 4 different carriers, and manage 4 sets of customs paperwork. It's an expensive, high-friction nightmare.
- 3PL Partner: You ship one container to your 3PL hub (e.g., in France). From this central hub, they manage your inventory for all markets, sending small, cheap domestic parcels and LTL shipments to the various FCs as needed. This is infinitely simpler and more cost-effective.
